Bubbles' attachment to Kitties has been prevalent since the first season, and is a recurring theme throughout the show.
Bubbles' Devotion To Cats

It's well established that Bubbles' cart business was intended to fund the care and feeding of these animals, all of whom are strays and roaming around the park. He protects the cats at all costs and will gladly put himself in harm's way if he feels they are in danger. ("A Dope Trailer Is No Place For A Kitty")
He also seems to have particular affection for any cats are sickly or otherwise deficient in some way. ("Workin' Man") His affection for cats in general is also not limited to the domesticated variety. ("If You Love Something, Set It Free")
His love of these animals is so deep that he eventually opened the Kittyland Love Center, a daycare facility for cat owners. Its client base was plentiful until it eventually folded just prior to season 7. ("High Definition Piss Jugs")
All of Bubbles' cats were eventually seized by the local S.P.C.A. while he was in jail. He made every effort to make sure they were provided for during his absence, but the actions of Jim Lahey prevented this from happening. He was greatly offended and racked with guilt that the agency deemed his cats as 'neglected' despite his efforts. However, the entire population was protected from euthanasia due to the actions of a sympathetic S.P.C.A. employee who worked with the local jail and allowed them to be integrated into the facility as pets for the inmates.
