Randy hosts a picnic to usher in his new reign as Associate Trailer Park Supervisor.
Plot Synopsis[]

Randy posts flyers about a cheeseburger picnic and sarcastically invites the boys when he sees them pull up. He has invited the local cops to the event also. Randy taunts Ricky about his dad being evicted and they fight with him for a minute.
Act One[]
Jim Lahey comes to visit Barb, but she doesn't seem interested in talking to him. She lets him in anyway and they have a long talk about his drinking and his latest plans to get the boys out of the park and back in jail. He wants to dry out—but he wants to still pretend he is drunk to keep the boys off their guard. That way he will have all his faculties while he entraps them.
Meanwhile, Ricky rants about Randy to Lucy and she is unsympathetic. Ricky's jealousy emerges. He then goes with Bubbles to try and get Julian to come with them and mess around with Randy at his picnic. Julian wants to work on his trailer and tells Bubbles to try and stop Ricky from making trouble.
Bubbles visits Cory and Trevor and invites them down to the picnic later. In the meantime, they follow him to Julian`s trailer where Ricky and Julian both fight over who is going to put them to work. Bubbles says they should each take one, so Ricky takes Trevor. They are clearly not comfortable being separated. Julian once again asks Ricky not to show up at the picnic.
Act Two[]
Ricky and Trevor begin their operation: Trevor takes items from a house's backyard and takes it to the roadside. Then it becomes 'talking out the garbage' -- not illegal. He then takes it from the roadside and puts it in his truck. Therefore it's not stealing. But Trevor seems unable to concentrate without Cory, so Ricky gives him a brief pep talk. Once they are done, Ricky leaves and sends him home on the bus.
The cheeseburger picnic is underway when Ricky arrives back at the park. Bubbles asks him what he's up to, and Ricky denies he's up to anything. Julian and Bubbles end up going to the picnic, and Sarah and Lucy are also there (quite drunk and high). She begins to hit on basically everyone including Julian, Officer George Green and Ted Johnson.
Ricky arrives at the dump to get drunk with Ray. He brandishes a cell phone and gets down to business. Back at the park, odd deliveries and workmen begin showing up looking for Randy and he has no idea what is going on. Undaunted, he makes a speech and announces that there will be a zero tolerance policy for criminal activities and lot fee delinguency, under penalty of eviction. He has the complete backing of the police department.
Just then, Lahey shows up and stumbles over things spouting nonsense and denigrating the park, in his first attempt to convince everyone he's drunker than ever.
Act Three[]
Later on, Sam Losco shows up in a truck and gives Randy a work order to pave the park. Randy tells him it's a mistake and they start arguing, then fighting. Ted arrests them both to break it up. Barb congratulates Lahey on his great acting skills. Ted lets Randy go and then suggests he wear a T-shirt when they are together.
Ricky goes looking for Lucy and finds her in her trailer, dressed seductively, with George Green, naked and handcuffed to her shower rod. Ricky breaks up with her.
Background[]
It's been previously stated that Lahey only calls Randy 'Bobandy' when he has been drinking. It's not evidence per se, but when Barb meets Jim after his apparent drunk act at the picnic, he is slurring his speech and refers to him as Bobandy. One has to wonder whether he was sober or drunk at this point.
Sam appears to have lost his Vet practice again, as he is now working for East Coast Paving.
